Vatican issues norms for reports of abuse of minors, seminarians, and religious

Vatican City, May 9, 2019 / 04:01 am (CNA). – New Vatican norms for your Church’s handling of sex abuse, issued place seminarians and spiritual coerced into sexual activity at exactly the criminal category because abuse of adults through the abuse of authority.

The norms need that each and every diocese has a mechanism for reporting abuse also set coverage for religious and clerics, and put the metropolitan archbishop.

Pope Francis promulgated the law May 9 via a motu proprio, branded, “Vos estis lux mundi” (“You are the light of this planet ”). Its promulgation was approved by him on a experimental basis. June 1, 2019 it will enter in effect.

“The crimes of sexual abuse violate Our Lord, lead to physical, psychological and spiritual damage to the sufferers and damage the area of the faithful,” that the pope wrote, stating that the primary responsibility for improving the handling of the issues falls into the bishop, though it concerns all that have ministries in the Church or even “function the Christian People. ”

It is great processes be universally adopted to prevent and combat these crimes that the trust of the faithful, ” he said that.

The norms respect what are known as, in canon law, “delicts against the sixth commandment of the Decalogue,” consisting of sexual acts with a minor or vulnerable person; forcing somebody to do or submit to sexual acts during violence, danger, or abuse of authority; and the creation or possession of child porn.

The new law also worries any activities meant to cover-up a canonical or civil investigation into accusations of sexual abuse of minors, child porn use, or coercion through abuse of power.

It builds the so-called “metropolitan model” for the investigation of accusations against bishops and their equivalents, as suggested by Cardinal Blase Cupich at the November meeting of the U.S. bishops’ conference and the Vatican February summit on the security of minors.

According to the legislation, the research will be conducted by the metropolitan archbishop having a mandate by the Holy See into a suffragan bishop. The metropolitan is required to send reports on the advancement of the evaluation to the Holy See every 30 days unless given an extension, and to complete the investigation.

The metropolitan archbishop can utilize the aid of capable laypeople even though it’s primarily the standards state, his obligation in carrying out the analysis. Bishops’ conventions may establish funding to support these diagnoses.

The document emphasizes that “the individual under investigation likes the presumption of innocence. ”

In the end of the evaluation, the results are delivered to the qualified Vatican dicastery, which will apply the applicable penalty based on present canon law.

In the event a significant archbishop concerns, it will be forwarded to the Holy See.

One article states that Church authorities will likely be committed to ensuring “those who say that they have been harmed, in addition to their families, are to be treated with respect and dignity,” be welcomed, listened to, and encouraged, offered spiritual support, and medical and psychological assistance.

The standards also introduce reporting, requiring that each and every religious or cleric man or lady who is now conscious of an accusation of abuse or cover-up report it “immediately ” to the church authority.

Even the proprio states that it will be mandatory that each diocese produce a secure mechanism or system through which people can submit reports of abuse or its cover-up. The type of the machine, which may also be an entire office, will probably be left to the discretion of the diocese that is person, but must be set by June 2020.

“Even if has already been achieved, we have to continue to learn from the bitter lessons before, appearing with hope to the future,” ” Pope Francis wrote.

“To ensure those phenomena, in all these forms, never happen again, a constant and profound conversion of hearts is needed,“ attested by concrete and effective activities that involve everybody in the Church, ” he explained. ”

“This becomes possible only with all the grace of the Holy Spirit poured in our hearts, so as we have to remember that the words of Jesus: ‘Aside from me you can do so. ’”

Analysis: Power, and its appearance, in Vatican curial reform

The world needs new evangelizers, Pope Francis says

Vatican City, May 8, 2019 / / 03:56 am (CNA). – Like Saints Cyril and Methodius shared the Gospel with the people in the 9th century, today the world remains in need of Christian evangelization, Wednesday Pope Francis stated.

Vatican “Super Dicastery”: A Papal Promise Fulfilled?

When news broke earlier this week about the creation of a brand new dicastery” for evangelization that may supersede the Congregation for the Doctrine of the Faith, and I expected to find out further comment on it. As a classic covering things I’m aware of the nuances and politics of the several mechanics of the Vatican much more than I’d like to be.

But the reaction appears somewhat blended, and fairly muted, considering that this fresh dicastery — anticipated, according to Spanish-language weekly Vida Nueva, to be declared in the coming apostolic constitution Praedicate Evangelium that this June — has been touted as perhaps “among the most significant reforms of their governing structures of the Vatican. ” By Inés San Martín at Crux:

Another of the novelties from the new constitution is the curia will no longer be split into”congregations” along with the less prestigious”pontifical councils;” instead all autonomous Vatican departments will be termed”dicasteries,” which has already been applied to many new bodies created by Pope Francis.

The brand new”super dicastery” for evangelization will result in the mixing of two already existing bodies: The Congregation for the Evangelization of Peoples, also known as Propaganda Fidei, That’s tasked with overseeing”missionary lands;” along with the Pontifical Council for the Promotion of the New Evangelization, that was created in 2010 by Pope emeritus Benedict XVI to confront the rapid secularization of Western countries

Some, like Ed Condon and J.D. Flynn of the Catholic News Agency, seem to believe this development is nothing new. “that I ’m not sure anybody acquainted with the way the curia has served for the past several hundred decades,” tweeted Condon, “would consider that the Congregation for the Evangelization of Peoples not to be a ‘super department’ already. ”

“Just,” replied Flynn. “Prop Fide may do anything. ”

But some people I’ve talked with are worried that this change, inasmuch as it figures to a demotion of this CDF, will harm that human anatomy ’s authority to oversee bishops’ conventions, as well as also the comparable power of this Congregation for Divine Worship (CDW) — together with subsequent capability to cause issues in the regulation of both doctrine and worship.

Christopher Altieri in the Catholic Herald is worried. He writes:

All dicasteries’ equality may sound in some ears, and may seem fine on paper. The simple fact is, nevertheless, it cannot be the principle where there is a bureaucracy constructed. The Roman Curia exists to help the Roman Pontiff in governing the Church. It is an organ — a instrument — of governance. It’s a power arrangement.

Not to put too fine a point on itthe talk of all dicasteries being juridically equivalent has got the ring of Orwellian dystopia about it — as though the guy directing the reform read Animal Farm and mistook it for a while.

A few dicasteries — the thing bears repeating — has to be much more equal than others.

Another twist is the way the energy arrangements will be shifted by in which the restructuring of the curia . By San Martín:

Menor writes that Praedicate Evangelium puts the Curia in the support of the pope and the college of bishops.

“As successors of the apostles, the bishops do not possess an ecclesiological place that places them under those who are employed in the Roman Curia,” Maradiaga said. When the constitution is approved, a bishop from some other diocese will have precisely exactly the same power as a Vatican dicastery’s prefect.

When the text is accepted – which will be about a 25-year”trial period” — that the Vatican dicasteries will not more be tools for the pope to oversee local churches, but will be there to function bishops from all over the world. They’ll no more be a”body” in between the pontiff and the college of bishops, but an institution that functions equally.

This should come as no surprise, since this is exactly what Pope Francis maintained in his first Important interview, “A Big Heart Open to God,” published both in La Civiltà Cattolica and America Magazine at September 2013:

“The dicasteries of the Roman Curia are in the support of the pope and the bishops,” that he says. They must help the churches as well as the bishops’ conferences. They are tools of assistance. Sometimes, however, when they’re not functioning well, they run the risk of getting institutions of censorship. It’s astonishing to see that the denunciations. I believe the cases should be investigated from the local bishops’ conferences, which can get invaluable help. These cases, in fact, are dealt with locally. Even the Roman congregations are mediators; they aren’t middlemen or supervisors. ”

My question stems out of reading the remarks of Cardinals Oswald Gracias and Oscar Rodríguez Maradiaga, both members of this pope’s Council of Cardinal Advisers. The two Gracias and Maradiaga assert that the change in emphasis is since Francis cares about evangelization.

“Pope Francis supposes the Church is missionary,” opines Maradiaga. “Therefore, it’s logical that we put in the first location not the one for the Doctrine of the Faith and the dicastery for Evangelization. ”

“The main point of the new Apostolic Constitution is that the mission of the Church is evangelization,” said Gracias.  “It places it in the middle of everything and the Church the Curia does. It will be the first dicastery. The name of the text proves that evangelization is the objective, ahead of anything else. ”

Thinking about the pope’s frequent condemnations of proselytism — especially against “attempting to convert people to the own opinion ” — one is left to wonder precisely what he believes the phrase “evangelism” means.

It is also noteworthy that a movement touted as a significant curial reform has been leaked to the press by one of the most especially corrupt members of that body: that the archbishop of Tegucigalpa, Cardinal Maradiaga. Earlier this past year, we told you to a brand new book written about the pope’s nearest advisor by Martha Alegría Reichman, the widow of Alejandro Vallardes, the late night ambassador to the Holy See. Alegria asserts that Maradiaga betrayed her and her husband after nearly four decades of friendship, advising them to participate in what turned out to be a fraudulent investment scheme — one that cost them their life savings.

In a new report by depending on the book, Matthew Cullinan Hoffman of LifeSiteNews says, “Alegría’s groundbreaking book contains several revelations and descriptions which exemplify the depth of corruption of this guy pope Francis has chosen as the public face of the ‘reform’ project, and who mysteriously continues to occupy his position despite the large scandals that have engulfed him since 2017. ”

Writes Hoffman:

“Holy Betrayals” shows that Rodríguez Maradiaga considered Pope Francis as indebted to him for his election and also for convincing him to accept the papacy, and suggests that even Francis can’t restrain the cardinal, that seems exempt from accountability for his private misbehavior and abuse of power.

The book also sheds light on which Alegría calls the”excessive” and”unhealthy” relationship between the Cardinal and his friend and afterwards Auxiliary Bishop, José Juan Pineda Fasquelle, that was housed with Rodríguez Maradiaga for years from the archbishop’s residence of Villa Iris — combined with his gay boyfriend, Erick Cravioto Fajardo, a one who dressed as a priest. According, Rodríguez Maradiaga finally resulted in his forced resignation, and destroyed the livelihood of at least six priests for raising responses to Pineda behavior, behaviour involving sexual predation of both seminarians.

“Sacred Betrayals” provides the view of one of Rodríguez Maradiaga’s closest friends, who became a victim of his own deceptions and misuse of power, dropping nearly all of her household’s savings at a fraudulent investment scheme pushed on her and her husband from the cardinal. Alegría says the Corps attempted to drive her to lie to protect him and also to silence , causing her into a rude awakening about his character that is true.

Hoffman’s entire summary of this book is required reading for anyone wanting a glimpse at the thickness of corruption at Francis’s Vatican. But it raises the question: why is Maradiaga that the custodian of the information? And when a guy like Maradiaga fully supports the initiative of curial reform as summarized in Praedicate Evangelium, will we anticipate that any good will come of it?

The Power of the One and Only “Combat Rosary”

Give yourself or a loved one “POWER IN THEIR HANDS” with the one and only COMBAT ROSARY.

The Official Rosary of the Pontifical Swiss Guard

Fr. John Zuhlsdorf (Fr. Z) initially broke the story. On the 100th anniversary of their first 1916 WWI Military issue rosary, during his speech to the newest recruits about to be sworn in, the Commander of all Swiss Guard maintained up a “Gun Steel Combat Rosary” throughout his speech and advised them that training and arms are necessary, however the most important and powerful weapon is the “Combat Rosary. ” Here is a Part of his speech:

“The Combat Rosary. In the time, with a present, us has surprised in the beginning of the year.  He sent the Swiss guard the most effective weapon which exists on the marketplace: the “Combat Rosary”, Literally, the rosary for the fight. It had been given in allocation to all the guards. It’s necessary that people find the route of prayer the prayer of the rosary. Our works, our life and our activities are at the hands of God. This does not imply that we’re able to contribute to arms as well as exercises. God uses us as tools to ward off evil in some situations. This is why we need a faithfaith in God and prayer ” (Col. Christoph Graf, Commander of the Swiss guard pontificate, oath of their new recruits, ” May 2016).

At the prompting of my great friend, Fr. John Zuhlsdorf (Fr. Z), we sent 150 Gun Metal Combat Rosaries into the Swiss Guard, as a gift. We felt they have an especially significant duty – protecting the Holy Father – therefore we wanted to them to be “spiritually armed. ”

Here’s the video. The Commander retains up and talks concerning the Combat Rosary at moment 20:37 …

Are equally powerful, while it’s the Commander ’ s opinion that this specific rosary is the most powerful weapon that exists on the current market. However would be said by the Commander?  I’ll allow you to decide, after studying the narrative of the Combat Rosary.

The Story of the Combat Rosary

Men’s faith formation has been a project of mine to the greater portion of my 31 years as a priest. Much like the Swiss Guard’s Commander, ” I’ve made us men to rediscover the treasury of all Catholic devotions. We have to research these Church and time-tested accepted gems of our life, if guys will be the leaders of their very own national church. Moreover, safeguard their families from every sort of infiltration and men will need to Stand at the Breach ”.

I was struck by the way effeminate a lot of the sacramentals tended to be as I poured myself into this project. It is no wonder men tend to see such devotions as”what girls do.” In particular, the majority of the rosaries appeared just like kids ’ or women’s jewelry s toys. I started to scour the internet to discover something masculine in a rosary. Surethere were bead rosaries or the black, but they seemed helpless to me.

I stumbled upon a very fascinating rosary among a number of those collectors’ websites. It had been tough. It was powerful. It had a sort of gravitas to it. This was the rosary of a man. As I read this description, it was I looked at a first World War I rosary. As described, it had been commissioned and secured by, believe it or not, the U.S. government and issued from the army, upon request, to soldiers serving in World War I. A number of these rosaries were also seen in WWII. The solders generally referred since “ Service Rosaries to them. ” every one of these rosaries were created in 1916. Amazing!!

Once I bought one of those original classic 1916 rosaries, ” I looked at this”manly and buff” military rosary, and said to myself,”The men need to have those!!” I was not planning to go about paying the high collectors’ price of the rosary. So, I started to come up with a prototype to the rosary’s bead portion for guys, depending on the 1916 rosary that was military. A short time afterwards, the prototype arrived from ” in two bits: The segment the “ pull chain business, and also the short segment to go from centre medal to crucifix. It was astonishing! It had a glistening silver. This was weighty. It had been manly!

I was really fired up! I didn’t want to produce a replica of the first. I wished to honor the first that manner. I wanted to create one based on the first, but well suited for us – that the Church Militant – to do warfare. It was time to select the most powerful awards and crucifix . ”

The Pardon Crucifix

For your crucifix, the Pardon Crucifix has been crucial. It is the crucifix I know that gives indulgences for carrying it or kissing it. The word indulgence originally meant favor or kindness. In Latin it supposed the remission of debt or a tax. Under Roman law enforcement was used to state discharge from captivity or punishment. In this example, an indulgence has been granted to remit.

All these indulgences have been announced on the Pardon Crucifix by Pope St. Pius X in 1905, also have been accepted from the pardon of their living and the souls in Purgatory in 1907.

  1. Whoever carries on his person the Pardon Crucifix, could therefore gain an indulgence.
  2. For devoutly kissing the Crucifix, an indulgence is gained.
  3. Whoever says one of the next invocations earlier this crucifix may gain each time an indulgence: “Our Father who art in heaven, forgive us all our trespasses as we forgive those who trespass against us. ” “I beg the Blessed Virgin Mary to pray to the Lord our God because of me personally. ”
  4. Whoever, routinely devout for this Crucifix, will meet the necessary requirements of Confession and Holy Communion, may develop a Plenary Indulgence on the following feasts: About the feasts of the Five Wounds of the Lord, the Invention of the Holy Cross, the Exaltation of the Holy Cross, the Immaculate Conception, and the Seven Sorrows (Dolors) of the Blessed Virgin Mary.
  5. Whoever, in the moment of passing, fortified with the Sacraments of the Church, or even contrite of heart, in the supposition of being not able to receive themwill kiss this Crucifix and ask pardon of God for his sins, and pardon his neighbor, may gain a Plenary Indulgence.

The Front of the Crucifix: over the cruciform figure, the familiar I.N.R.I. was inscribed with the voice “Jesus Nazarenus Rex Judaeorum. “” Latin utilizes I instead of their English J, and V instead of U (Iesvs Nazarenvs Rex Ivdaeorvm). The translation is currently “Jesus of Nazareth, the King of the Jews. ”

The Reverse of the Crucifix: On the transverse arms would be the phrases, “Father, forgive them. ” On the beam of the Cross would be the words, “Behold this heart which has loved men. ” An image of this Holy Heart of Jesus is shown in the middle.

The Miraculous Medal

At 1830, at the young age of 24, Zoe Laboure changed her name and entered the Sisters of Charity. On July 18 of the identical year, she found a vision of the Blessed Virgin Mary, who came to her at the Chapel. Mary and catherine allegedly spoke for more than two hours.

On November 27, 1830, Mary introduced a image of herself and revisited Sister Catherine. Catherine confessed this vision, which was deemed by government.

Sister Catherine had one final vision of Mary, where she received descriptions concerning Mary’s amazing medal. Sister Catherine watched Mary standing on top of a world, shooting rays of light from her palms. Her feet stamped Satan’s rendering, on a serpent. Around the picture had been an inscription that described Mary’s sinlessness.

Two years later Sister Catherine had the church distributed and created medals, those dreams. It soon became widely reported that the medal graced those who wore it with wealth, health, and religion. Shortly, people took to calling the medal ‘Miraculous. ’ Nowadays, hundreds of thousands of Catholics the world over wear Miraculous medals as testimonies of both repentance, faith, and faith.

St. Benedict Medal

There’s indeed no ribbon that owns such wonderful energy and none so highly esteemed by the Church since the Medal of St. Benedict. Whosoever conveys this medal with dedication, trusting to the life-giving ability of the holy Cross and also the merits of the holy Father St. Benedict, will expect the effective protection of the fantastic Patriarch in his spiritual and bodily needs. The medal is one of the earliest and most admired awards used by Catholics and due to this belief in its own power against evil can be called the”devil-chasing decoration” As soon as the 11th century, it could have had had the form of Saint Benedict’s crosscountry, and has been utilized by pope Leo IX. The reverse side of the medal includes the Vade retro satana (“Step back, Satan”) formula, which has been used by Catholics to ward off evil as the 15th century. It is likewise located. In use after its endorsement by Pope Benedict XIV in the 18th century, the decoration is used by both Catholics to ward off especially those poison, physical and spiritual risks, and temptation.

THE FRONT OF THE MEDAL

We visit St. Benedict holding his Rulenext to himon a pedestal, is your cup which once held poison, shattered after that he made the Sign of the Cross over it. The pedestal is topped by the raven, who’s going to remove the bread. In very small print above these pedestals will be the words: Crux s. patris Benedicti (The Cross of the Holy Father Benedict).

Underneath St. Benedict are the words: ex SM Casino MDCCCLXXX (from holy Monte Cassino, 1880).

Surrounding the entire surface of the medal are the words: Eius in obitu nostro praesentia muniamur (Can we in our passing be fortified by his presence.)

THE BACK OF THE MEDAL

From the arms of the Cross are the Baseball C S S M L — N D S M D, which endure to get the rhyme:

Crux sacra sit mihi lux!
Nunquam draco sit mihi dux!

English:
Even the Holy Cross be my light;
Let not the dragon be my manual.
At the corners of the Cross are C S P D, which stand for precisely the very exact words located on the front within the pedestals: Crux s. patris Benedicti (The Cross of our Holy Father Benedict).

Over the Cross is that the word”Pax” (Peace), the Benedictine motto.

Surrounding the Whole rear of the decoration are the initials into this exorcism’s words: V R S N S M — S M Q L I V B, that endure to get the rhyme:

Vade retro Satana!
Nunquam suade mihi vana!
Sunt mala quae libas.
Ipse venena bibas!

English:
Begone, Satan,
Do not imply to me thy dressing table!
Evil are the things thou profferest,
Drink thou thy own poison!

Old Inspires New

In the photograph below, you notice the original 1916 WWI military issue. Inspired by these, the photograph on the right indicates a silver (the first color offered) Combat Rosary draped across my new Combat Prayer Book. The Combat Rosary is currently offered in four colors: Silver, Gold, Bronze along with Gun Metallic .

The Combat Prayer Book

The Combat Prayer Book is inspired by the first World War II pocket prayer book, ” My Military Missal. to appearance and the dimensions of the World War II prayer book. 4 Reasons why family matters so much

Sometimes we need to be reminded of the truths in everyday life.

You Raise Me Up

You Raise Me Up

If I am down and, oh my soul, so tired
When troubles come and my heart burdened be
Subsequently , I am still and wait here in the silence
Until you come and sit awhile with me

You raise me up, so that I can stand on mountains
You lift me up, to walk on stormy seas
I am strong, when I am on your shoulders
You lift me up… To more than that can be

You raise me up, so I can stand on mountains
You raise me up, to walk on stormy seas
I am strong, when I’m on your shoulders
You lift me up… To more than that could be

There’s no life – no life without its hunger
Each restless heart beats so imperfectly
But if you come and I am filled with miracle
Sometimes, I think I glimpse eternity

You raise me up, so that I can stand on mountains
You lift me up, to walk on stormy seas
I am strong, when I am on your shoulders
You raise me up… To more than I can be

You lift me up, so that I can stand on mountains
You lift me up, to walk on stormy seas
I am strong, when I’m on your shoulders
